Report on the experience of the Progam on Science and Technology at the Prime Minister’s Office (FINCyT I) 2007-2012

At the invitation of the United Nations Economic Commission for Latin America and the Caribbean (ECLA), I prepare a report on the background, implementation and results of FINCyT I, a US$36 million program financed with a loan from the Inter-American Development Bank (IADB) and the Peruvian Treasury. The report contains a detailed description of the difficulties encountered and the way they were overcome. The idea is to give a clear and direct description of the experience, in order to allow appreciating the problems associated with attempting to innovate in the public sector, and how it is possible to achieve positive results.
